GAIA is hosted at the Centre for Resilient Network and Applications (CRNA), a division of SimulaMet. SimulaMet is a permanent research center funded by the Norwegian Ministry of Government Administration and Reform, through its Agency for Public Management and e-Government. CRNA has two decades of expertise in network resiliency and Internet measurements. 

The Norwegian Institute of International Affairs (NUPI) is a leading centre for research on international issues in areas of particular relevance to Norwegian foreign policy and the study of international relations. NUPI has more than 50 years as a leading community for research and communication about international affairs.
